According to media in 2013 new Ip laws introduced in the country which gives the mechanism to block the site by intermediaries if those failed to comply with takedown notices within 3 days.

Under amended law the internet service provider and webhost can be order to permanently block site that continually make unauthorized contents available online.
Russian authorities officially explained legislation’s reach saying that the law enables to block access to online services providing access to copyright infringing video, Tv show and from May-1 music books and software as well.
The operator of file sharing website received a particular notice from Russian government .The authorities warned they have to enter into constructive dialogue with copyright owners who are open cooperation till May 1.
Russian governments inforce the copyright legislation and ordered the authorities to block the content that unauthorized available online .
