Sindh High Court Orders Independent Probe Into HIV Cases Among Children
Sindh High Court has ordered the provincial government to form an independent committee to investigate HIV infections reported among children treated at Kulsum Bai Valika Hospital in Karachi.
A two-member bench directed officials to conduct an impartial, evidence-based inquiry covering patient numbers, possible transmission routes, infection-control practices and institutional responsibility.
Committee to report within two months
Sindh’s chief secretary will head the committee and include two senior officers without direct administrative involvement in the hospital. Findings must be submitted to the competent authority and the court within two months of the committee’s formation.
Government data cited during proceedings said at least 78 children had tested positive at the hospital, while screening in the surrounding area identified additional cases. A petitioner placed a higher estimate before the court, making verification a central part of the inquiry.
Medical safety and accountability
Investigators will examine whether syringes or other medical equipment were reused, inadequately sterilised or handled in violation of safety rules. Procurement records, laboratory reports, duty rosters and infection-control documentation may also be reviewed.
No final finding of individual guilt has been made. Court-ordered fact-finding will determine whether negligence, misconduct or legal violations occurred.

Authorities were directed to ensure uninterrupted treatment, medicines, testing, counselling and follow-up care for affected patients at government expense. Officials must also protect children and families from discrimination while keeping medical identities confidential.
